Abstract

Waqf is an important Islamic economic instrument with significant potential to enhance social and economic welfare. However, its management at the local level often faces various challenges. This study aims to analyze the key problems in waqf management in Nagari Pasia Laweh, Sungai Tarab District, Tanah Datar Regency, particularly in terms of administration and documentation, nazhir capacity, asset utilization, and stakeholder coordination. This research employs a descriptive qualitative approach with a field research design. Data were collected through in-depth interviews with nazhir, nagari officials, community leaders, and other relevant stakeholders. To ensure the validity of the findings, data were analyzed using triangulation techniques. The results indicate that waqf management in Nagari Pasia Laweh is not yet optimal. The main issues include weak administrative and documentation systems, limited capacity and competence of nazhir, and the utilization of waqf assets that remains largely consumptive rather than productive. In addition, coordination among stakeholders is still weak, which further hinders effective waqf management. As a result, the potential of waqf has not been fully utilized to support community welfare. These findings highlight the need for improving waqf governance through strengthening nazhir capacity, enhancing administrative systems, promoting productive waqf development, and fostering better coordination among stakeholders to achieve more effective and sustainable outcomes
